If you are already planning to buy hosting, a promotional offer can be useful.
But I don’t recommend choosing a plan only because of the discount.
First, check what features you actually need.

For most website owners, I think Unlimited is the better middle option.
It gives you more features and room to grow without immediately moving to the highest plan.
Is the Hostinger Discount Worth It?
The discount can be useful if you have already decided to use Hostinger.
However, don’t choose a plan just because it has a bigger discount.
For example, if Premium is enough for your website, there is no need to choose Cloud Startup just because it has more features.
Also, check the renewal price before completing your purchase.
The promotional price is usually for the initial subscription period. Renewal terms can be different.

My pick for most growing website owners is Unlimited.
